The State of Illinois requires that persons applying for a Concealed Carry Licesnse must complete an approved 16 hour firearm safety course that covers topics such as the safe handling, storage, and use of a handgun; ammunition knowledge, pistol shooting positions, firearms and the the law, including civil liability issues and the use of deadly force; and avoiding criminal attack and controlling a violent confrontation. A. ILLINOIS State Requirements
Applicants for an Illinois Concealed Carry License must:
1. Be at least 21 years of age.
2. Have a currently valid FOID card (if an Illinois resident).
3. Is not prohibited under federal law from possessing or receiving a firearm.
4. Have not been convicted or found guilty in Illinois or any other state of: A) A misdemeanor involving the use or threat of physical force or violence to any person within the last 5 years. B) 2 or more violations related to driving while under the influence of alcohol, other drug or drugs, intoxicating compound or compounds, or any combination thereof, within the last 5 years. C) Not be the subject of a pending arrest warrant, prosecution, or proceeding for an offense or action that could lead to disqualification. D) Not have been in residential or court-ordered treatment for alcoholism, alcohol detoxification, or drug treatment within the last 5 years.
5. Submit a completed Concealed Carry License application.
6. Attend A 16 hour training course taught by a State approved instructor, which must, at a minimum, cover the following topics: A) Firearms Safety - a minimum of 1 hour. B) Basic Principles of Marksmanship - a minimum of 1 hour. C) Care, Cleaning, Loading and Unloading of a Concealable Firearm - a minimum of 1 hour. D) All Applicable State and Federal Laws Relating to the Ownership, Storage, Carry and Transportation of a Firearm (including but not limited to the appropriate and lawful interaction with law enforcement while transporting or carrying a concealed firearm) - a minimum of 2 hours. E) Weapons Handling - a minimum of 1 range hour. F) All applicants must pass a live fire exercise with a concealable firearm consisting of: 1. A minimum of 30 rounds - 10 rounds from a distance of 5 yards. - 10 rounds from a distance of 7 yards. - 10 rounds from a distance of 10 yards. 2. Shots must qualify using at a B-27 silhouette target approved by the Illinos State Police.
B. Federal RequirementsPursuant to MCL 28.426, a Concealed Pistol License may not be issued to a person prohibited under federal law from possessing or transporting a firearm. The federal requirements to possess or transport a firearm include that the applicant:
1. Not have been convicted in any court of, or under indictment for, a crime punishable by imprisonment for a term exceeding one year (i.e. felony, or any misdemeanor punishable by more than 2 years)
2. Not be a fugitive of justice
3. Not be an unlawful user of, or addicted to, any controlled substance, as defined in section 102 of the Controlled Substances Act (21 U.S.C. 802)
4. Not be adjudicated as a mental defective or who has been committed to a mental institution
5. Not be an alien who is illegally or unlawfully in the United States
6. Not be discharged from the United States Armed Forces under dishonorable conditions
7. Not have renounced his or her citizenship
8. Not be subject to a court order prohibiting harassing, stalking, or threatening an intimate partner or child of such intimate partner or from engaging in other conduct that would place the partner or child in reasonable fear of bodily injury.
9. Not be convicted in any court of a misdemeanor crime of domestic violence. |
